Position Description: 

The WASH-FIN 2 Ghana governance effort is under the direction of the Governance Specialist. In order to sustain and encourage conversation on industry concerns and the advancement of the governance agenda, the Governance Specialist will take the lead in engagements with the national and sub-national governments. The Specialist will direct and oversee the implementation of initiatives aimed at creating a better environment for suppliers of water and sanitation services and expanding space by removing barriers in the industry. Under the direction of the WASH-FIN 2 Governance Lead Advisor and Global Governance Specialist, the Governance Specialist will coordinate the development of frameworks and policies targeted at enhancing sector governance as well as offer technical assistance for the development of WSS providers' ability.  The Governance Specialist is a full-time position with an expected duration through March 2027.


Responsibilities

  • In order to address governance issues, lead the WASH FIN 2 program's interactions with national and sub-national departments that have oversight in the water and sanitation sector as well as other sector institutions.
  • Encourage strengthening efforts, such as the creation of an enabling environment assessment, and enabling environment assessment (EEA) activities.
  • WASH-FIN for lead Two initiatives include promoting, developing, and implementing a framework for the provision of water services in small communities and successfully enlisting the private sector to improve and manage non-sewered sanitation facilities.


  • Encourage the selection of a team of sanitation service providers whose technical and administrative skills will be improved by WASH-FIN 2.
  • Lead the WASH-FIN 2 partnership with think tanks and civil society groups in implementing initiatives aimed at enhancing customer voice and accountability in the WASH sector in Ghana.
  • Organize the implementation of important studies in collaboration with the Global WASH-FIN Governance Specialist.

  • Lead WASH-FIN 2 support to the Public Utility Regulatory Commission (PURC), including supporting interaction with ESAWAS, creating and carrying out capacity-building initiatives, and setting up frameworks for enhanced consumer participation.

  • Engage in actions that fall under WASH-FIN 2's objectives 2 and 3 that will increase the consumer voice in the small towns that it will support.

  • Develop content and enhance governance learnings based on the WASH-FIN 2 activity experience by working with the global knowledge management lead and the global governance specialist.
  • Organize meetings and forums for learning and discussion with key stakeholder groups in the industry. Coordinate preparedness.


Qualifications

  • University degree in political science, public policy/administration, finance, urban planning, or a related field (master's degree strongly encouraged).
  • Eight (8) years of professional experience is a minimum requirement.
  • Experience developing national policies and/or enforcing them for at least five years, especially in the water/sanitation sector but also in other civil infrastructure sectors like energy or transportation, with a minimum of one year in the water/sanitation sector being necessary.
  • It is necessary to have a thorough awareness of the Ghanaian legal and institutional framework for the water and sanitation industry as well as current regulatory trends.
  • English language proficiency is necessary.
  • Skills in research and technical writing must be demonstrated.

Having experience managing projects financed by donors or USAID is preferred.
