SUMMARY OF THE PROJECT
Strengthening Investments in Gender-Responsive Climate Adaptation (SIGRA) will advance climate action and inclusive governance in Ghana while applying GAC’s Feminist International Assistance Policy. The Project will improve the resilience of Ghanaian citizens, particularly women, girls, and vulnerable groups, through increased investments in inclusive and gender-responsive climate adaptation initiatives. Activities include the delivery of technical assistance and support to strengthen governance and national systems with key central level Ministries, Departments, and Agencies while providing direct grants to five MMDAs funding local gender gender-responsive adaptation projects. The latter will strengthen the participation, voice, and influence of women-led CSOs in government decision-making. SIGRA will also support regional government stakeholders in the Northern and Volta regions and strengthen the ability of targeted MMDAs to plan, implement, and report on climate adaptation initiatives.

1). Environment & Climate Adaptation Specialist
SUMMARY OF THE POSITION
Reporting to the Team Leader (TL) the Environment & Climate Adaptation (ECA) Specialist will be responsible for the Project’s Environmental Management Plan, monitoring and reporting on environmental concerns, the provision of technical expertise on environment and climate adaptation, the provision of environmental oversight and conducting environmental impact assessments, as required. KEY RESPONSIBILITIES
During Inception, the ECA Specialist will:
· Lead the development of the Project’s Environmental Management Plan.
· Carry out a Climate vulnerability assessment.
· Identify environmental indicators that can be used to monitor Project progress.
· Conduct research, provide inputs, and participate in the drafting of the Project Implementation Plan (PIP). Ensure that the PIP is aligned with Ghana's climate change strategies, priorities, and sectoral policies.
During Implementation, key responsibilities include:
· Design, pilot, and maintain an environmental monitoring program.
· Conduct research, provide inputs, and participate in the drafting of Project reports.
· Provide technical expertise on environment and climate adaptation, follow-up, and monitoring of project activities for the achievement of expected project results.
· Prepare any required manuals, guidelines, protocols, and templates to facilitate the application of the project’s environmental management plan.
· Delivery capacity-built training, and technical assistance as defined in the stakeholder capacity-building program.
· Conduct Environmental Impact Assessments and site-specific environmental impact assessments as necessary, identifying key potential impacts on target area environments and strategies to eliminate or mitigate any potential negative impacts.

JOB REQUIREMENTS
Education:
· Formal academic background in environmental management, environmental engineering, or related area.
Minimum Experience:
· At least eighty years of experience providing senior-level technical assistance and guidance on environmental management.
· Minimum of five years of experience implementing projects related to climate change adaptation at the central and/or local levels.
· Experience conducting environmental impact assessments (EIA) and the ability to utilize EIA findings to identify potential environmental impacts of development activities along with associated Environmental Management Plans and strategies to mitigate or eliminate potential negative impacts.

2. Gender and CSO Specialist
SUMMARY OF THE POSITION
Reporting to the Team Leader (TL), and with support from the HQ Gender Equality Advisor, the Gender and CSO Specialist will be responsible for conducting a Gender-based Analysis Plus (GBA+), the design and implementation of the Project’s Gender Strategy, monitoring and reporting and the provision of technical expertise and oversight on Gender Equality (GE). The Specialist will also be responsible for building strong working relationships with women CSOs and will be involved in the oversight of grants to fund locally-led gender-responsive climate adaptation projects.
KEY RESPONSIBILITIES
During Inception, with the support of the HQ Gender Equality Advisor, responsibilities include:
· Conduct a Gender-based Analysis Plus (GBA+) focused on diverse project beneficiaries and intersectionality.
· Develop a Project GE strategy focused on mitigating the root causes of gender-specific climate vulnerabilities.
· Review and validate the project’s Performance Measurement Framework (PMF), Logic Model, and key performance indicators from a GE perspective.
· Conduct research, provide inputs, and participate in the drafting of the Project Implementation Plan.
During Implementation, with the support of the HQ Gender Equality Advisor, responsibilities include:
· Provide strategic advice and technical support to help ensure the delivery of project outcomes and outputs related to GE.
· Work with relevant team members to oversee the delivery and use of grants to fund locally-led gender-responsive climate adaptation projects. Undertake occasional field visits.
· Support the design of community outreach, dialogue, and sensitization to mitigate the root causes of gender-specific climate vulnerabilities.
· Raise awareness, and generate organizational learning and knowledge sharing on the intersection of climate change and gender equality.
· Design and deliver training for the Project team and project partners to support the operationalization of the project’s gender strategy.
· Contribute to the periodic production of analytical and learning documents, including semi-annual and ad hoc reports to be submitted to the client.
JOB REQUIREMENTS
Education/Training:
· Master’s degree (or equivalent) in social sciences, economics, gender issues, or other development-related fields.
· Specialized studies on gender.
Experience:
· At least 7 years of experience providing senior-level level technical assistance and guidance on gender equality and women’s rights.
· At least 5 years of professional experience supporting gender programming donor-funded projects in the areas of governance, public financial administration, climate change/climate finance, or other relevant areas.
· Experience working at the intersection of gender and climate change adaptation is highly desirable.
· Experience working with a variety of stakeholders and partners related to gender equality and women’s empowerment, including international agencies, Governments, and civil society organizations.
· Demonstrated experience generating organizational learning and knowledge sharing. Producing quality and accessible communications and knowledge products (e.g., program reports, stories of change, etc.) for a range of audiences, including donors, program stakeholders, and the wider public.
Key Abilities:

3. Monitoring, Evaluation & Learning Specialist
SUMMARY OF THE POSITION
The Monitoring, Evaluation & Learning (MEL) Specialist will be responsible for managing the Project’s monitoring, evaluation, and learning functions to ensure timely, reliable, and accurate documentation, analysis, and reporting of project progress and results. This includes supporting the development and implementation of a MEL and Knowledge Management Plan and related tools that align with GAC and Cowater’s standards for M&E Systems and ensuring continued flexibility, responsiveness, and relevance of the MEL System throughout the Project. He will also manage relations with academic partners that will collaborate with the project on the implementation of the MEL plan. Based in Accra, the MEL Specialist will report directly to the Team Leader (TL) and will work closely with the HQ RBM Specialist, particularly during the project’s inception phase.
KEY RESPONSIBILITIES
During Inception, with the support of the HQ RBM Expert, the MEL Specialist will:
• Plan and oversee the design and implementation of a baseline study to be carried out by academic partners.
• Use the results of the baseline study to validate the project’s Performance Measurement Framework (PMF), Logic Model, and key performance indicators.
• Oversee the design and operation of the project’s MEL’s database;
• Develop and pilot an aaMEL plan to measure progress toward planned results. Define methods for sampling, data collection, management, analysis, and processing.
• Conduct research, provide inputs, and participate in the drafting of the Project Implementation Plan.
During Implementation, with the support of the HQ RBM Expert, the MEL Specialist will:
• Implement the MEL plan, related systems, databases, and dashboards, along with standard operating procedures and guidelines. Design tools and instruments for capturing, analyzing, storing, and sharing MEL information to facilitate a clear and compelling presentation of project progress and results.
• Design and deliver training for the Project team and project partners to support the operationalization of the project’s monitoring and evaluation, data collection, and results analysis efforts ensuring that all key project staff understands how to use the project’s M&E system and associated instruments.
• Work with the Team Leader and other relevant staff to identify and collate development results that can be used to support the development of project knowledge products including policy briefs, best practices, and results summaries.
• Oversee all data collection activities in the field to support Project monitoring and evaluation. Ensure key progress information is collected from partners, reviewed, and entered into the MEL system.
• Use a regular collection of monitoring data to measure results and to inform the periodic production of analytical and learning documents, including semi-annual and ad hoc reports to be submitted to the client.
• Work with the Team Leader and other relevant staff to develop project knowledge products including policy briefs, best practices and results summaries.
JOB REQUIREMENTS
Education/Training:
• BA or Masters in international development, sociology, anthropology, or related discipline including a strong focus on quantitative and qualitative research methods as well as monitoring and evaluation.
Experience:
• At least 8 years of experience providing senior-level technical assistance and guidance on monitoring, evaluation, and learning.
• At least 5 years of professional experience supporting MEL donor-funded projects in the areas of local development, governance, public financial administration, climate change/climate finance, or other relevant areas.
